This was a huge problem when I needed a money order for my passport application. I had to make a new appointment, go get a money order elsewhere, and come back. Unfortunately, despite the fact that I had an appointment, the passport desk worker decided to turn me away and close early. There's no excuse for a government service to be run so poorly. Very frustrating experience.
