After asking 3 different clerks - and another wait in line - my scheduled service finally began 45 minutes after I checked in. As I'm waiting for my photo to be processed, a guy walked in and shouted across the room that he needed a passport pic. He was immediately taken in for his photo. And I continued to wait to complete my scheduled service.
