I call FedEx EEI department to verify that and the answer was no. The shipment is under $2500 and is exempt from having to go through filing EEI. And the guy simply told me that I MUST have it or he would not do it. Either he’s making his own rule or under trained. I made the shipment at another FedEx location btw.
