He told me it's their policy to not let anyone use it and to buy my own. When in fact 2 other customers in front of me ( white ) he had no problem letting them use it with no charge or making them buy their own. When I asked why I wasn't allowed to use it and why he let them use it with no charge his response was " just because " I always come here to ship, and everyone else always, always let's me use the tape they have.
