- TYTiffany Y.Jun 25, 20263.0This JCPenney salon does haircuts, deep conditioning, blow-outs, up-dos, single-process color, highlights, perms, relaxers, etcetera. I was a customer here three times. My first service was a shampoo with curling, and the stylist did a very good job. My second service was full-foil highlights and a slightly crooked haircut, and it cost similarly to what my usual upscale salon charges. My third service was supposed to be a shampoo and basic styling, but she upgraded my hairstyle to an upscale style that I did not want, and it cost more money than what my usual upscale salon charges. The salon also started one of my appointments late and switched me to different stylists twice without telling me in advance. I will no longer come here to get my hair done.
