- KGKinsey GoelzAug 15, 20265.0I recently moved to the area and my coworker recommended booking with Cece. I’ve had such a great experience both times I’ve seen her. She took the time to meet with me before my first hair cut to talk through what would work best for my hair, and she got it exactly right. The cut with the face-framing bangs and the layers was perfect, and the highlights look natural and healthy. She’s friendly, easy to talk to, and clearly knows her stuff when it comes to blonde hair and hair in general. I’d absolutely recommend her. Also the staff at JC Penny impressed me. The hairdressers and receptionists greet each other as they walk by and they all seem to work well together. I also appreciated Anna coming by my chair after my second hair cut with Cece to tell me that I looked beautiful and I better have plans tonight because my hair looked so good!
