After browsing for about 10 minutes without anyone offering assistance, I approached a staff member myself. She seemed reluctant and unenthusiastic, which made me feel like I was inconveniencing her. At checkout, the cashier scanned my items but did not offer a bag until I specifically asked. At other stores, staff are usually more proactive, and it’s standard either to place items in a bag or at least ask if I need one.
