UPDATE:
I had my appointment last Feb 15 to redo my hair color and cut; it was Priscilla Martinez who did my hair and I loved it. She knows what she was doing and helped my understand options and possible outcomes which was very helpful.
I updated my rating from 1 star to 3 stars bcos I was happy with the redo. I wanted to give it a higher rating, but considering the time and money I had to spend for this redo, I think the rating is fair. The next time I come back, it'll be with Priscilla.

I take reviews seriously because I find them helpful, so I hope this will be taken constructively.
I was trying to book an appointment with Jazz for my haircut and color, she does my sister and cousin's hair, but unfortunately, there isn't any available schedule of him or any senior stylists. So I went to book a hair cut with.anyone available and check on site if they can also accommodate hair color (this was yesterday, btw, Feb 9, 2026). Luckily, there's an available stylist (Victoria). I know based on all the stylist rates that she's new, and although I would've wanted a senior stylist, I gave it a chance. I specifically noted that I'd appreciate her expert advise on the haircut she thinks would suit me, although I showed her a peg. But she didn't give any of her opinion about the cut. I also asked her what color would best suit my brown skin, I can tell that she's not confident about her suggestions. It took us a while before coming up with a final color. I know it's still up to me, but an expert advise would've really been helpful. I really needed her insights, but I can tell that she's not confident about the services she's about to give me. I know from her brief exchanges with the receptionist that she has knowledge about hair services from school, so I made her feel comfortable and not feel too pressured, so I can be confident with what she'll about to do. She started with dying my roots in advance. Mind you, my hair haven't been dyed for years so it's black and no visible faded hair color, but she decided to let the hair dye sit on my roots minutes before my entire hair, as if she needs to retouch something. I knew from then on that it's going to be lighter on that part, but I trusted her process. She then proceeded with cutting my hair after rinsing off the dye. I know something was off when I saw the color of my roots and she turned my seat away from the mirror so I won't see it while she's cutting my hair, but too late, I saw it! 😅 When she was cutting my hair, I barely heard chops sound from the scissor. I asked her 3x to cut off the hair cos every time she'd show me the finished product, it looked like nothing was chopped from it. I think she's a little scared to cut it too short, eventhough I gave her the permission to cut it below my shoulder (my hair's length is by mid chest). It's almost 8pm, the mall's about to close, so I asked her not to blow dry it too much cos I've been there for 4 hrs already. I'm tired and hungry. It was just the 2 of us left in the salon. I told her that my roots are too light, my hair's supposed to have one color, but there are 2 colors. 😆 I was trying to keep my cool cos I can sense she's nervous from the inside. But she didn't know what to say and was just trying to section my hair and look underneath as if the answers can be found there. 😅 I felt really bad for her, but also felt I was robbed of my time and money. I paid $120 for it and gave her a $15 tip. On my way home, I ended up buying a L'Oreal hairdye so I can recolor it after a few days.
I'm a believer that everyone has to be given a chance to do their best, but I think JCPenney Salon shluld really screen and train their stylists so their customers would leave the salon feeling good after their service. After all, each stylist represents the brand. I want to go back and have this redone, I feel like I'm entitled to it (correct me if I'm wrong), but I don't want her to redo it for me. Sorry Vanessa, it's a No for now. But keep practicing!! Practice makes perfect.
