  My vehicle was taken to this location yesterday for a North Carolina Safety Inspection and I was informed by an employee by the name of Jonathon or Johnathon (not sure how to spell his name, that is not important to me) that my vehicle needed new wiper blades to pass. When I questioned him about this, his response was “your wiper blades are leaving streaks and making noise”. I promptly informed him that I have worked in law enforcement for many years enforcing North Carolina Chapter 20 Motor Vehicle Law and “wiper blades are leaving streaks and making noise” does not qualify a vehicle to fail a North Carolina State Inspection (the safety portion). Jonathon or Johnathon (again, I could care less about how to correctly spell his name) proceeded to argue with me and informed me “since you know North Carolina Law, you also know I can fail a vehicle for any other reason”. I then informed Jonathon or Johnathon to fail my vehicle’s state inspection if that was his stance on this matter and I would have it done elsewhere (which I did that same day, and my vehicle passed). Jonathon or Johnathon’s statement “since you know North Carolina Law, you also know I can fail a vehicle for any other reason” is only partially correct. In college, I worked as a certified Toyota & Honda Technician (that’s correct, I worked at two different dealerships) and performed many state inspections on many vehicles in North Carolina. During the NC inspector’s class I attended, the North Carolina DMV officer teaching the class informed me that “the certified (licensed) inspector can fail a vehicle for any other SAFETY related reason, meaning the vehicle was unfit to be driven on roadways and a dire safety concern.” Wiper blades that are streaking & making noise do not qualify as a dire safety concern. Well Jonathon or Johnathon and Jiffy Lube, I am posting the North Carolina State Statue concerning wiper blades below, please show me where it states that wiper blades “leaving streaks and making noise” qualify a vehicle to fail a North Carolina State Inspection (the safety portion). It does not! North Carolina Chapter 20 Motor Vehicle law 20-127 states that: § 20 127. Windows and windshield wipers. (a) Windshield Wipers. – A vehicle that is operated on a highway and has a windshield shall have a windshield wiper to clear rain or other substances from the windshield in front of the driver of the vehicle and the windshield wiper shall be in good working order. If a vehicle has more than one windshield wiper to clear substances from the windshield, all the windshield wipers shall be in good working order To make matters even worse for Jonathon or Johnathon and Jiffy Lube, I just personally replaced the wiper blades on my vehicle one week prior. So those blades that are “leaving streaks and making noise” are brand new. To sum up this horrible experience provided by Jonathon or Johnathon and Jiffy Lube, I believe Jonathon or Johnathon’s comment “you also know I can fail a vehicle for any other reason” leads me to believe that my vehicle was failed due to my gender, my wife’s gender, our race, or ethnicity. I plan on seeking reimbursement from Jiffy Lube for the financial charges occurred from the failed NC State Inspection on my vehicle.
