In the meantime I'll continue to try to figure out how to transport five people in a vehicle with only four functional seats belts.

There was no prior notification about this change, and the agent claimed that the Kona was a “similar” car to a Jeep Wrangler and even said it was more spacious — which is completely inaccurate. Already running late for my trip, I contacted Enterprise customer support. They created a ticket and assured me that a regional manager would call back within 30 minutes to resolve the issue, but that call never came. I eventually had to get a car from a different location — and ended up paying extra to do so. Extremely disappointing experience.
