We had a misfueling incident in this Marina last week which cost us over $3,000 plus the inconvenience and the aggravation. The misfueling started because the attendant gave us diesel instead of gasoline, which we specifically said “gasoline 3x” because she asked us 3x. Their fuel nozzle is green but it was not labeled Diesel. The attendant didn’t mention the type of fuel when she handed the nozzle to my partner. 40 gallons into fueling, she said this is diesel. We stopped fueling, she contacted her manager and we ended up paying for pumping out 90 gallons of mixed fuel at $20/gal, $189 for the cost of diesel plus refueling the boat. The manager/owner of the marina is nasty. He put all the blame and responsibility to my partner who put the fuel into the boat. There is no accountability on their end who handed us the wrong nozzle in the first place since costumers aren’t allowed to physically remove the nozzle from the pump. We put our trust in them as we have been fueling here for 14 years. This trust is broken because of their poor management practice in accountability. I would like to see their training logs on how they trained their employees so that this incident will not happen to another costumer who put their full trust to the marinas and expect them to do the RIGHT thing. I will give them a zero star if it is an option. I would never go to this marina again until they can show safe practices to ensure that the boaters feel safe when fueling their boats

I am extremely upset by my experience with Graham Norbury at Safe Harbor Oxford Marina. What began as a fueling problem initiated by the attendant quickly escalated into a situation where I was blamed and coerced by Mr. Norbury, the general manager. He insisted the problem was entirely my fault, despite the fact that I had fueled my boat here with gasoline for over 14 years without incident.
The charges I incurred to “resolve” the situation totaled $3,139.25, and included:
A super-sized pump-out fee far beyond any reasonable industry standard
Full charges for the wrong fuel type they provided and pumped out
An $80 credit card surcharge
Additional fuel costs just to move the boat
On closer inspection, these fees mirror the very practices described in the recent class action lawsuit filed against Safe Harbor in South Carolina, which accuses the corporation of imposing inflated invoices, unauthorized surcharges, and applying heavy pressure on customers to pay whatever is demanded in order to have their vessels released.
That is exactly what happened to me. I was effectively held hostage and forced to accept every charge Graham Norbury dictated just to make my boat operable again. This is not only unfair, it is exploitative.
Safe Harbor’s conduct represents a breach of the covenant of good faith and fair dealing. Rather than exercising honesty and fairness, the manager exploited a situation of the marina’s own making to extract thousands of dollars from a long-standing customer.
Since Mr. Norbury refuses to discuss this matter, I am now escalating to Safe Harbor corporate leadership, the Maryland Attorney General’s Consumer Protection Division, and other regulatory authorities.
Safe Harbor is already under scrutiny for these exact practices nationwide. I urge anyone considering using this marina to proceed with extreme caution and expect the same treatment.

As per the corporate response to my original review, I contacted Jason at Safe Harbor Marinas and provided him with all documentation detailing the situation. We spoke on the phone on October 28, and he assured me he would follow up. Unfortunately, I have not heard back from him or anyone else at corporate since.
The issue remains simple: a Safe Harbor employee made a mistake, and the Safe Harbor Oxford marina financially benefited from correcting their own error at my expense.
After years as a loyal customer, this experience has left me deeply disappointed. I cannot understand why anyone would want to do business with a marina that refuses to take responsibility for its actions.

My father-in-law has been a loyal customer of Safe Harbor for over 14 years, fueling his boat here countless times with gasoline without issue. On September 28th, when he asked for gasoline (as he always does), he was instead given diesel by a marina employee. Halfway through filling, the employee realized the mistake, but instead of owning up to it, the GM Graham turned on him and claimed it was his fault despite telling me on the phone that the employee is supposed to double check with the customer --which she did not do until they were 40 gallons in, when it likely dawned on her that she handed him the wrong pump.
He was bullied, blamed, and treated disrespectfully even though the error originated with the marina. To make matters worse, they charged him:
$188.88 for the wrong fuel he never asked for.
$2,755.57 for a pump-out (necessitated by their mistake).
An $80 “credit card fee.”
Another $194.87 to add enough gasoline just to move the boat.
In total, he was out thousands of dollars for something that should never have happened and should certainly not have been pinned on a long-standing customer that has asked for an recieved gasoline for his two boats.
This is not how you treat boaters who trust you. Safe Harbor failed to take responsibility, failed to act with integrity, and instead profited from their own negligence. I strongly caution anyone considering doing business with this marina: double-check everything and be prepared for blame and surprise charges if something goes wrong. To make matters worse I called Graham and tried to get him to explain to me why it happned and he was hostile, rude, unprofessional and hung up on me. He told me he had no boss and I should do what I need to do, so here we are, Graham Norbury. Be warned to anyone that goes here they are not good people, deceptive, and take advantage of kind and vulnerable people. I'll be taking this to the Maryland Attorney General’s Consumer Protection Division, citing SAFE Act authority because he seemingly enjoys bullying senior citizens.
