Formal Complaint – Unprofessional Conduct by Branch Staff at Town & Country Location (Tampa, FL)

Dear Enterprise Customer Relations Team,
I am writing to formally report a concerning experience I had at your Town & Country branch on November 12, 2025, involving Branch Manager Francesca Francois and Assistant Branch Manager Carolina Pagan.
My rental reservation had been arranged by Progressive Insurance while my car is being repaired. I arrived at the branch around 11:00 AM. Ms. Francois assisted me and, after looking up my reservation, immediately told me that there were no cars available, explaining that the branch was “booked out” and that she did not know when one would be ready. She said she would “get started working on it,” but that it might be ready “later this afternoon.”
This struck me as unreasonable considering the time and the fact that the reservation was made through an insurance provider. When I politely asked for an estimated time so I could update my employer, she first said she could not provide one. When I calmly replied “OK, no problem,” she suddenly added that it would be “within the hour.” This inconsistency and the tone she used gave me the impression that she was being dismissive rather than helpful.
While I was waiting in the lobby, I overheard a phone conversation between Ms. Francois and a customer named Mr. Gomez. I was honestly shocked by how disrespectful and impatient she was toward him. Throughout the call, she frequently talked over him, cut him off mid-sentence, and even threatened to end the call, saying that she had “already spent 16 minutes” with him. Mr. Gomez remained calm and professional, but Ms. Francois’s attitude was condescending and unnecessarily aggressive. It was extremely uncomfortable to witness, and I felt genuinely sorry for him.
After the call ended, I reported what I had witnessed to Assistant Manager Carolina Pagan, who unfortunately dismissed my concern and justified Ms. Francois’s behavior rather than addressing it seriously.
I strongly urge Enterprise to review the recorded call from the Town & Country branch on November 12, 2025, between 11:00 AM and 12:00 PM EST. That recording will clearly confirm the interaction between Ms. Francois and Mr. Gomez and reflect the unprofessional manner in which it was handled.
Ms. Francois’s attitude toward both myself and other customers was unprofessional, inconsiderate, and far below the standards I expect from Enterprise. I truly believe this individual should not be placed in a customer-facing position without retraining or further review.
