I specifically asked three times if this fee was mandatory or if I could do it at home, and the saleswoman insisted it was required. After contacting Verizon directly, I was told the set-up is completely optional. I felt misled and taken advantage of. I do not recommend this location for purchasing a phone or opening a line.
