His response was to call the 1-800-All-state number for help. I really dislike when people avoid doing their jobs. I guess it wasn’t a topic that was financially benefiting him, so I need to go through the Allstate phone system for assistance.

An issue that was explained as "sorry this is what has happened", or "final" by the local office was accommodated and rectified by doing the legwork myself and speaking to an agent outside of this office. Good insurance. Lackluster local agent.
