The name Community Home Environmental Learning Project, Inc (CHELP) brings to real focus choices for care offered to the citizens of Decatur, Illinois and Macon County. Since 1977, CHELP's story has been unique and full of promise. In September 1976, the Department of Community Development, City of Decatur, drew from the facilities of Richland Community College and Millikin University to develop an outreach educational program. The purpose was to reverse the decline of neighborhoods in the intercity and provide meaningful employment for talented senior citizens 55 years of age and older. In addition to that, CHELP is the adult protective service agency for Macon and Dewitt Counties. CHELP is a non-profit agency that serves people from ages.
