About two weeks ago, I visited in person to address a restriction on my account and was told by the banker that I needed to sign an affidavit to start the investigation. She mentioned that she would need to wait for notification from another department and promised to call me back. After waiting 14 days with no follow-up, I contacted customer service. They informed me that the process should not have taken this long and advised me to visit a different branch, where the issue would be resolved within 10 days.

This is not true. Firstly, we could have been told upon entry. Secondly, this lie may counteract NY state law, as a nearby notary public was perfectly able to do so. Train your staff in customer service and the law.
