States public parking, but the signs stating “no free parking anytime” are placed on the outer perimeter and blocked by parked vehicles(many places in Knoxville have free parking on the weekends or after 6pm). I came back to a $60 ticket, more than triple the rate of a parking violation on actual public property. The lot is desolate at the least and the manager/owner of the property is by definition a slumlord.
