They place the onus on the customer even though it's unclear how a car can exit unless full payment has been made. Not sure what's going on, but sending a customer a $55 notice violation for a $5 parking cost is wild. Particularly when I'm sure some people pay it because they don't want to deal with the hassle or can't afford to continue fighting it.
